A SPECIAL BSF CALL FOR PROPOSALS IN ENERGY RESEARCH (BSF Energy Program)
The U.S. – Israel Binational Science Foundation (BSF) is pleased to announce the opening of a special round of applications devoted to energy research (BSF Energy), supported by special funding from the Israeli Ministry of National Infrastructures in coordination with the U.S. Department of Energy. The terms of this competition are as follows:
- The call is limited to applications in Renewable Energy, Alternative Energy, and Energy Efficiency.
- Proposals will be evaluated on the basis of their scientific excellence, as well as on their expected impact on the energy-related problems which the two countries face.
- Applications must be submitted jointly by, at least one Israeli and one American scientist as required in all BSF research proposals.
- Scientists who are presently BSF grantees, or who submit an application in the 2009 regular round, are allowed to submit an additional proposal to this special program. If they are awarded a BSF Energy grant, they will be allowed to hold two grants simultaneously.
- Applications must be submitted through a non-profit institution or agency. The BSF accepts research proposals from institutions of higher learning, government research institutions, non-profit hospitals and other non-profit research organizations.
- Collaboration with industry partners is encouraged in the BSF Energy program. Industry partner can be a PI only if he does not request funding. However, researchers from the industry can be supported as subcontractors on the project, but may receive no more than 20 percent of the grant.
- Grants will be managed through the institutions that made the application.
- BSF Energy projects may be up to four years in duration, but shorter projects, which can be expected to show meaningful results, are encouraged.
- BSF Energy proposals will be processed using the regular BSF procedures and criteria, which emphasize scientific excellence and cooperation. However, they will also be evaluated with respect to their expected impact on the energy-related problems which the two countries face.
- BSF Energy grants will be subject to the approval of both the BSF and a special committee comprised of the Director General of the Israeli Ministry of National Infrastructures or his designee, and the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE) in the U.S, or her designee.
- The deadline for submission of BSF Energy proposals is Nov. 16, 2009.
- Deadline for competition results is expected to be April 30, 2010.
- Applications must be submitted online using the regular BSF system (www.bsf.org.il), but opening a proposal in this special program can be made only by contacting the BSF office (972-2-5828239). A PI who also plans to submit this year a proposal to the regular program in Life Sciences must notify the BSF office no later than October 15, 2009.
Applicants are requested to acquaint themselves with the BSF regulations before they submit an application.
Scientists planning to submit a proposal to this special BSF program are encouraged to discuss the proposal with the BSF management, Dr. Yair Rotstein (yair@bsf.org.il; 972-2-5828239) or Dr. Rachel (Heni) Haring (heni@bsf.org.il; 972-2-5828239). Questions regarding the online application system should be directed to Ms. Orli Rosencweig (orli@bsf.org.il; 972-2-5828239) or Eti Alfandary (eti@bsf.org.il; 972-2-5828239).
