As of  2018, the Transformative Science Program is Suspended.

Transformative Science applications will undergo a review and selection process different from the one for BSF's regular grant program.

A special panel consisting of 3 Israelis and 3 Americans is formed.  In the first phase, the panel will discuss the pre-proposals and determine which applicants will be allowed to submit a full proposal.  In this stage, external reviews are not sought and the main criteria is the "transformative" nature of the proposed research.  The scientific merit of the proposal plays a lesser role in the pre-proposal stage.  After the full proposals are submitted, panel members will assign external reviewers to each proposal.  Four reviews will be sought for each proposal, two from experts in the field and two from scientists in the general area who appear to have a wide scientific interest.

This stage of the review process will be conducted incognito as much as possible.  The reviewers will judge the application on its scientific merit, without knowing the identities of the applicants.

After the external reviews are received, the panel will convene to discuss the proposals and make recommendations to the Board of Governors.  At this meeting, panel members will have all relevant information, including CV's of the applicants, descriptions of facilities, etc. Up to two proposals will be recommended for funding.
